REQUEST FOR RELEASE OF FUNDS On or about April 9, 2019, the City of Washington will submit a request to the Georgia Department of Community Affairs (DCA) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as 2016 Redevelopment CDBG, Clearance for the Gordon Street School. The purpose of the project is to demolish six wings of the former Washington-Wilkes

Middle and High School. Potential use for the site preparation is for the City of Washington to work with a healthcare provider and construction firm to build a senior care facility for independent and assisted living. A potential 5-10 jobs will be created for low income residents. The project activities include asbestos inspection; asbestos abatement; engineering for bidding, bid opening, and bid tabulation; clearance of the six wings by demolition; and grant administration. The proposed project will take place at 304 Gordon Street on 16.44 acres of tract W15 051 owned by the City of Washington. The former Washington-Wilkes Middle and High School has been closed and vacant since 2009. The total project cost is $507,500.00. FINDING OF NO SIGNIFICANT IMPACT The City of Washington has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Washington City Hall located at 102 E. OBJECTIONS TO RELEASE OF FUNDS The DCA will accept objections to its release of funds and the City of Washington’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of the City of Washington; (b) the City of Washington has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by DCA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
